Constitutional Amendment
Constitutional Amendment Bill No. 3 represents a landmark step in consolidating the gains of Zimbabwe's Second Republic. The Bill proposes key changes to entrench devolution, strengthen the hand of elected provincial councils, and provide a constitutional basis for the government's accelerated development agenda.
For Harare Province, the Bill opens doors for greater local authority over urban development, housing, infrastructure and municipal governance — putting power where the people are.
